In 2017, the Belt and Road Development Association and the People's Government of Qinzhou City, Guangxi signed a Memorandum of Cooperation to promote investment by Hong Kong enterprises in Qinzhou, Guangxi through CEPA. Dai Jingfeng, Chairman of the Belt and Road Development Association, and the Vice Mayor of Qinzhou City signed the memorandum.
